Google is frequently changing its algorithm which leads to change in positions up and down. In every change in algorithm, there are always winners and losers. Newly changed algorithm cannot assure for maintaining the same position for your keyword. So, don’t confuse the algorithmic change to the Google Penalty.
Google Penalty is for the people who have over optimized their website with On & Off page factors.
What will lead your website to get Google penalty? If I answer for this question like Google person in one line then following is the answer,”websites which violates the Google Webmaster Guidelines will lead to get penalty.”
If we analyze deeply into this issue, we can consider the following points to escape from Google Penalty. This can be classified into two types, Algorithmic penalty and Manual penalty. I hope the name of the penalties itself make you clear on what it is.
Bad Neighborhood
Make sure that your website is not linked to any spam websites, gambling & adult websites, banned websites and unrelated websites.
Check IP Blacklist
You check your server IP whether it has been blacklisted or not. If it is and cannot remove, change your server. Check your IP status here.
Keyword Spamming
Don’t over stuff your keywords in content and Meta tags. Use only wherever it needs.
Website cross linking
Don’t give excessive interlinks (Cross Linking) to the pages present in the same website. Extensive interlinking of all your websites, particularly if they are on the same C Class IP address will affect all your websites.
Hidden text or links
This is a pakka black hat technique which leads to remove your website from Google’s index.
Link Buying or Selling
You should not participate in any link farm. If you are interested in generating revenue through advertisement just go ahead by implementing no follow attribute for that link.
BLOOP - Back Link over Optimization Penalty
Get one way links for your website slowly. Say, 5 to 10 per week. Vary the keywords using for anchor text, don’t use the same for all back links. (Flexible with your competitor’s strength)
Reciprocal link building campaigns
Excessive reciprocal link exchange will put you in trouble. It should be done only if they are relevant and useful.

It’s advisable to verify your website in Google Webmaster Tools. It may alert you if you got any remarkable penalty.
Following are the few important points on Google Penalty.
- Manual penalties are usually related to off-site over-optimization, i.e. aggressive link building campaigns
- Algorithmic filtering usually takes place with on-site over-optimization.
- A manual penalty might only be removed in slow steps.
- An algorithmic penalty is often removed automatically; it can also be removed with no apparent reason
Apart from all this things, if your competitor complaints you on your bad things, you will undergo manual review. (So, it’s better to complaint your competitor now
)

Can I share one things with you? Can you please clear me? On that reason Google also give penalty…
If a Geek has one blog site with has lots of contents (free site at blogspot or wordpress.com) - after a long time the geeks wants to move his own websites with all contents. As a result Google tracked out the same contents in two times in search engine. Thus Google also suspend one or sometimes two blog sites.

Definitely it will be a big issue and undergo penalty. In that case we need to do permanent redirection from your old url to new url. this will intimate SE’s that the site has been moved to new domain.
